IRB Fees
Michigan State University (MSU) Human Research Protection Program (HRPP) Institutional Review Board (IRB) fees will be charged for all industry sponsored clinical trials. Government funded research, internally funded research, and non-funded research are not subject to an MSU HRPP IRB fee. All investigators submitting industry sponsored clinical trials are required to include a separate line item in the study budget for the MSU HRPP IRB fee(s). Indirect costs should not be applied to these fees. For studies reviewed by a commercial (independent) IRB, the MSU HRPP IRB fee is in addition to fees charged by the commercial (independent) IRB.
MSU HRPP IRB fees are charged for submissions reviewed by the MSU Biomedical and Health Institutional Review Board or by a commercial (independent) IRB. MSU HRPP IRB fees are charged to offset administrative and other costs associated with the review processes and continued oversight of ongoing research.
Payment of MSU HRPP IRB fees is regarded as a contractual responsibility of the sponsor and the fees are charged for services rendered. Because the HRPP commits its full resources to each review, the fees are due in full from the sponsor, even if the reviewing IRB does not approve the study, subjects are never enrolled, or the study is terminated before objectives are reached.
The MSU HRPP IRB fees charged to sponsors of research are listed in the HRPP Manual Appendix 14-26. MSU HRPP IRB fees are subject to change upon approval of the MSU Institutional Official (IO). The IO shall have the flexibility to alter or waive the fees for studies based on extenuating circumstances.
The Office of Research Regulatory Support and/or HRPP staff will notify the study team and/or the individual who manages or assists with study finances upon receipt of an IRB submission subject to an MSU HRPP IRB fee and generate an internal bill. Because the HRPP / IRB does not routinely interact directly with the industry sponsor, the study team and/or the individual who manages or assists with study finances will be responsible for invoicing the sponsor and approving the internal bill as appropriate.
Collected MSU HRPP IRB fees will be used to support HRPP operations, including but not limited to educational programs for HRPP staff, IRB members, and researchers and HRPP supplies, services, and salaries.
This policy and procedure supersedes those previously drafted.
